I was thinking that at first, but it was at 120K ft. The best fighter jets top out at about half of that. There might be other aircraft that may have been able to tether it out of the air @Orban89 , any thoughts?

I know when I HEARD about the balloon, it was because of the USAF having serious concerns over it flying over Montana, due to nuclear missile silo farm. I also know they have a base in Alaska. They scramble fighters out of it, to escort bobbers back across the boarder.

The balloon was at about 60,000 feet when it was shot down. It had a diameter of about 100 feet, and was capable of lifting a few hundred pounds.
So it could have had a small nuke attached to it, at that height the nuke blast wave or radiation wouldn't pose a danger to anyone or anything on the ground, but the EMP nukes generate would fry most electronics on the ground below it, or any airplanes possibly tens of miles away or more.
