The Titanic analogy - did Britain jump a sinking ship in the EU? Now they can plot their own course? It appears you may be right:

Eastern European states opposed the scheme for two reasons: because they said refugee admissions should be a sovereign national decision; and because many of their voters are virulently opposed to Muslim immigration. Britain is exempt due to its historic opt-out on justice matters.

Travel to/from and within EU countries is essentially passport free. Normal British entry protocol will resume and will reduce the number of illegals significantly.

Movement within EU countries is relatively easy with a few exceptions. Even expired passports are utilized. My point is, that even if Brussels does not dictate the number of refugees, the current free flowing system creates essentially the same result.
